When notice is required

For most asbestos removal and demolition projects, SRCAA requires prior notice and a filing fee.

The agency says its rules apply to renovation and demolition of any structure regardless of age, and that most projects carry a 10-day waiting period (SRCAA fact sheet). You can reach SRCAA at 509-477-4727 or through its asbestos page (SRCAA).

Federal rules set the floor. They require notice 10 working days before every demolition, and before renovation when the asbestos amount reaches 260 linear feet, 160 square feet or 35 cubic feet (federal summary). SRCAA's tiers kick in at much smaller amounts.

What happens after you file

  1. Notice goes in. The form lists the address, the materials, the amounts and the contractor.
  2. The clock starts. Work cannot begin until the waiting period ends, unless the agency says otherwise.
  3. Work happens. The survey copy stays on site.
  4. Waste moves. Removed material has to reach the landfill within 10 days, with a Waste Shipment Record for Graham Road Landfill (SRCAA).
  5. Records stay. Keep the notice, the survey and the waste record. A buyer or lender may want them.

Special cases

  • Owner-occupied single-family homes: the owner may remove their own asbestos with no notice or fee, though certified workers are encouraged. Rentals, vacation homes, mixed-use and multi-unit buildings do not qualify (SRCAA).
  • Wrongly claiming the exemption can bring a substantial fine.
  • Cities and counties need separate permits for demolition and some building work.
  • The state labor department has its own survey, notification and worker rules for contractors.

Details for homeowners are on the homeowner rules page.

Checking a contractor

SRCAA keeps a service-provider list and can share an asbestos contractor's penalty history for the last five years (SRCAA). Washington requires every abatement contractor to be certified and to employ a certified supervisor (WAC 296-65-030). Ask any contractor, including us, for proof of both.

SRCAA Notification Guide: questions and answers

Do I always have to notify SRCAA?

No. Under 10 linear feet or 48 square feet per structure per calendar year there is no notice requirement, but cumulative work above that triggers a $91 notice (SRCAA).

How long is the waiting period?

Most projects have 10 days. The middle tier is 3 days (SRCAA).

Who files the notice?

The contractor doing the removal usually files it. Demolition-only jobs are filed by the owner or demolition contractor.

Can work start early?

Not on most projects. Ask the agency about emergencies such as water-damaged ceilings.

What if I skip the notice?

The agency can issue penalties, and unnotified work can complicate a sale or a permit.

Where do I reach SRCAA?

Call 509-477-4727 or use the agency's asbestos page (SRCAA).
