Pipe wrap and boiler insulation in older Spokane houses

Basements and crawl spaces in older houses often still carry the original heating system, and with it the original insulation.

EPA says hot water and steam pipes in older houses may be coated with an asbestos material or covered with an asbestos blanket or tape (EPA: Asbestos in Your Home). The Consumer Product Safety Commission adds that houses built between 1930 and 1950 may have asbestos as insulation (CPSC).

This material is the kind that can crumble by hand, which makes it the most delicate to work around. A worn or torn section is a bigger concern than a wrap that is intact and painted.

Wrap in good shape? Intact, sealed insulation that nobody touches may not need removal right now. It becomes a problem when a pipe is replaced, a boiler is swapped or someone bumps it while hauling things.
Do not tape or paint loose wrap yourself. Brushing against it is enough to shed fibers.

Signs that pipe or boiler insulation needs a look

Boiler replacement

Swapping a boiler or radiator pipe usually disturbs nearby insulation.

Torn or hanging wrap

Gaps, frayed cloth and fallen sections expose the material underneath.

Basement finishing

Drywall and framing around old pipes means work close to the wrap.

Plumbing repairs

A plumber replacing a section of pipe will cut through the covering.

Water damage

Wet insulation breaks down faster.

Tight crawl spaces

Low clearance makes it easy to scrape the wrap without noticing.

How pipe insulation is removed

Removal is done in small, controlled sections so that wrap never falls loose into the room.

  1. Mark and sample. Each type of covering is sampled, since a single run of pipe may have several.
  2. Contain the area. A basement section or crawl space is sealed, and a negative air machine is set up.
  3. Use glove bags where fit. A sealed bag around a short section lets the crew cut and bag the wrap without exposing the room.
  4. Wet and wrap off. Larger runs are wetted and removed in small pieces.
  5. Scrub the pipe. Residue is wiped from the bare pipe.
  6. Clear and re-insulate. After a clean check, plumbers can install new insulation.

Rules that apply to pipe insulation

  • Linear-foot measure: SRCAA's fee tiers count pipe by the linear foot, from under 10 linear feet with no notice up to 1,000 or more (SRCAA).
  • Federal rule: federal notification triggers include 260 linear feet of pipe insulation (federal summary). SRCAA's tiers are stricter.
  • State certification: only certified contractors may perform abatement, with a certified supervisor present (WAC 296-65-030).
  • Disposal: waste goes to Graham Road Landfill with a shipment record (Waste Management).

Review the notification guide for how the fees scale.

Boiler rooms across Spokane

Calls for pipe insulation come most often from older houses on the South Hill, in Browne's Addition and in the older parts of Hillyard. Basements in these houses often hold heating pipes added or changed over many decades.

Pipe and Boiler Insulation Removal: questions and answers

How do I know if pipe wrap contains asbestos?

Only a lab test can say. Wrap on hot water and steam pipes in older houses is a common suspect (EPA).

Is intact wrap dangerous?

Material in good condition that is not disturbed releases much less. Damage and age raise the risk.

Can my plumber just cut around it?

Not safely. A cut through suspect wrap is a disturbance and triggers the survey and notice rules.

How much does removal cost?

National guides list roughly $2 to $5 per linear foot for pipe wraps (Angi*). Local quotes depend on access. See the cost guide.

Do I have to remove it before a boiler swap?

If the work touches the wrap, yes. Plan the abatement first so the plumbers can work in a clear space.

Where does the waste go?

Graham Road Landfill in Medical Lake (Waste Management).
